Artificial intelligence can sometimes feel invisible.
We interact with an app.
Ask a chatbot a question.
Generate an image.
Automate a task.
But behind that seemingly weightless technology is something very physical.
Buildings.
Electricity.
Water.
Land.
And increasingly, communities are asking what happens when the infrastructure powering the AI revolution arrives in their own backyard.
In a recent Financial Times essay, historian Jill Lepore examines growing opposition to data centers across the United States. Communities are raising concerns about electricity prices, water consumption, land use, and environmental effects. According to the article, these concerns are beginning to influence local and state elections, sometimes crossing traditional political divisions.
Lepore suggests something fascinating may be happening.
While national governments struggle over how to regulate artificial intelligence, ordinary citizens are beginning to influence its development through elections.
And history has seen something like this before.
When automobiles first transformed society, governments did not immediately know how to regulate them.
Eventually we developed driver's licenses, traffic laws, safety standards, insurance requirements, and countless other rules.
Those regulations did not stop the automobile revolution.
They became part of making it workable.
Perhaps AI is approaching a similar moment.
The question may no longer be whether artificial intelligence will transform society.
It already is.
The question is how society will shape artificial intelligence in return.
There is also a difficult tension here.
Some argue that America must build AI infrastructure rapidly to remain competitive with China.
Communities, meanwhile, may reasonably ask what that competition means for their electricity bills, water supplies, environment, and quality of life.
Both questions matter.
Innovation matters.
National competitiveness matters.
But so does democratic consent.
Perhaps technological progress is strongest not when people are asked simply to accept it, but when they have a meaningful voice in determining how it enters their lives.
Which raises a deeper question...
